Hot! I like the idea of Rosa showing off her naughty side, and of Cecil being surprised by it. The situation feels very believable. Having Rosa drinking as she sheds her inhibitions is also a nice touch.

This is more to give you a number of support in the reviews part of your fic because I got to read this on Wave as you were writing it and responded there. :)
I always support more of Rosa and Cecil, or any idea with Rosa as long as the premise of the fic is reasonable and makes sense for her either through build-up or plot device. And of course as long as it doesn't involve Rydia getting fawned over. :P I definitely like a real king sitting on a fake throne that he was also allowed to sit on before he became king, and Rosa showing her naughty side for him. And despite my not liking FF4:TA, the one throne thing does remind me of the jokes I made at the expense of FF4:TA being so stupid to the point that the throne room only has one throne even though there's both a king and queen there now. Rosa on Cecil's lap is best.
